You get what you pay for.
It's a nice, quiet neighborhood. Apartments are more affordable than the surrounding area. But they are also old. Very, very old and it shows. Maintenance, nice as they are, are slow to respond to requests, sometimes even marking down they completed your work request without having done so. The apartment I stayed in had a major air leak around the seal of the door that was never fully fixed. My energy bills were the highest I've ever had at any apartment complex. I was still billed for a washer... and dryer a previous tenant had installed in their apartment even after I had it removed after 4 months of waiting and multiple trips to the office to ask for its removal. It's a mixed bag. Neighbors are friendly enough, and I have 0 noise complaints.
Tl;Dr The apartments are nicer interior wise and more affordable than surrounding areas. But the buildings often have severe wear and tear and you may run into energy problems if your window or door seals are extremely old, worn, or warped. Maintenance can be very slow to respond to work orders and sometimes don't even do them before marking them completed.
