Lack of proper management
Let's start with communication- they don't. If your apartment/building has an outage, the management staff will go out of their way to avoid communicating with the residents. If the residents seek information, they'll give the absolute minimum and not bother to provide updates. If you ask for something in writing, they'll tell you they'll email you the information but then "forget" and not respond back.
Conditions of the buildings, units, and overall property- if you like mold/mildew, you'll... like this place. The cracks in the ceilings resulting from leaks and then sewage backups give off that healthy smell.
Safety isn't a concern for the management team. As long as it doesn't effect the office, which they never leave, they don't worry about it. This includes when Topeka police pay visits due to being called out. The only area with cameras is the management office.
As long as your appliances are functional, they will not replace is - this is regardless if anything about it is broken due to normal wear and tear. (Be prepared to pay in some way when you leave for said "damage.")
You don't bother them, they won't bother you. Unless you're late on rent, then they remember how to communicate. They can't bring themselves to issue an email or post a notice on the affected residents' doors if water in the building or electricity is going to be temporarily shut off due to work. It's a nice surprise to go and flush one's toilet and find you don't have running water.
Boil it down - management is unprofessional and since taking over this complex property has gone downhill fast.
