How Is This Rating Determined?

I wouldn't even consider moving here for at least a few more years, after construction is finished. This place is simply uninhabitable.

They're replacing the exterior walls for the apartment buildings and basically if you live in those buildings you will be treated like livestock. You will live without exterior walls for about 5 months while construction is going on. That means there is constant loud noise from early in the morning until late at night. There is scaffolding up against your apartment building. There are construction workers walking in and around your apartment all day, sawdust is blowing around inside your... apartment, your apartment reeks of paint fumes, etc. Your only hope for privacy is a thin plastic sheet that they hang where your exterior wall used to be.

In addition to the construction issues, the community is a complete mess. The walkways are covered in cobwebs and leaves, and around June everything is covered in cottonwood. Nobody cleans any of it, and it will get into your apartment. There is trash spilled out over the parking lot constantly. There are rats everywhere that come out at night and run all over the parking lot, and you will see them pretty much every day. I was lucky enough to not live in a first floor apartment but I have to imagine rats can get into your apartment too. (Especially when you don't have any walls!!) The parking lot is also covered in construction vehicles, equipment, and materials. Most of the lot is simply not usable for anyone because it's been sectioned off for the construction company. You might leave for 20 mins and come back to find that somebody put a pile of wood planks or parked a giant forklift in your spot, and now there's nowhere else to park so you have to park at the QFC across the street.

The biggest red flag of all is that management doesn't seem to care at all about these issues. They'll listen to you complain all you want but they act completely powerless to do anything. This is supposed to be your home, your place of rest, but nobody is able or willing to help you. The living conditions at Redmond Place may improve in the years ahead but the management is here to stay and it's probably the worst problem of them all.

The only compliment I have to give is the location is good, you live right across the street from a QFC and shopping center with plenty of places to eat. It's adjacent to a bike trail, there's gyms nearby, and it's close to DigiPen which is great if you're a student. But the location isn't even close to being worth the suffering you will endure.

We have been living in a construction zone for the past 6 months, while also facing COVID lockdowns and mandatory work from home. It's been absolute hell, here's some of the highlights:
* Scaffolding against the building, our front balcony is blocked off from the outside and we are unable to open windows during the hot summer because of construction noise and dust. We don't have access to the balcony or storage locker.
* Extreme noise from demolition, then nail guns operating inches from...
where my home office is set up. This has made holding phone calls and meetings almost impossible.
* Exposure to the strong smell of paint, solvent and concrete sealant chemicals, causing nausea. Unable to vent the apartment due to the noise and dust.
* Exposure to fiberglass dust from the exposed insulation and drywall removal, this can't be good for residents' health.
* Management said construction would only run from 8 AM - 4 PM, however there have been workers banging away and shining their headlamps into the windows past midnight at least twice.
* Extended power and Internet outages making work from home almost impossible.
* Construction nails and metal staples left lying about hallways, creating a hazard for walking.
* Hallway and stairwell lights are out, creating a security and safety hazard at night.
* Construction has displaced large rat colonies throughout the complex, leaving the apartment at night is scary.
* Building ownership recently changed; the new manager hasn't responded to or made any concessions towards resident concerns.
